The most critical part of the treaty is the ban on "Lethal Autonomous Weapons Systems" (LAWS). No AI can make a "kill decision" without meaningful human control. A human finger must always be on the trigger, even if the aiming is done by software.

To combat job displacement, companies that replace more than 50% of a department with AI agents must pay a "Automation Re-skilling Surcharge." This fund is used to train the displaced workers for new roles in the green economy or care sector.
🏥 Medical Liability
If an AI doctor misdiagnoses a patient, who is to blame? The 2026 Accord establishes that the provider (the hospital or app deployer) holds liability, not the software algorithms creator, forcing companies to triple-check their deployments.
